For smaller organisations, it's unusual to have a Human Resources function, so I provide this support as an outsourced service on an ad hoc basis. For my fixed-rate clients I create a package tailored to their needs. 
Each year they can budget for my services safe in the knowledge that in addition to helping with longer term projects, I am essentially on-call to answer their queries and step in with additional support. 
In an ideal world, the right staff would be hired every time and they would be happy, healthy assets to the business. Well, the best way to achieve that ideal is with appropriate planning and management, not hope. 
I also provide support on a case-by-case basis in the fields of recruiting, training and dispute resolution.
